European Union (EU) and United Kingdom (UK) Waste of Electrical and Electronic Equipment (WEEE) Directive

Welcome to VehicleManager! This guide provides an introduction to some of the Vehicle Intelligence and Location Analytics services that VehicleManager provides. VehicleManager Overview

VehicleManager is Motorola Solutions' comprehensive Vehicle Intelligence Analytics platform for License Plate Recognition data. In addition to secure and reliable cloud-based LPR data management, the platform offers a range of analytics features and alerting solutions that transform data into insights.

Some of the major features offered by the platform include:
  • Secure, CJIS certified software and cloud data management.
  • Web-based browser interface for platform agnostic access.
  • A complete suite of User, Agency or Site, and Camera System management tools.
  • Full integration with Motorola Solutions' line of LPR cameras, and support for most third-party IP cameras.
  • Advanced Vehicle Analytics for high accuracy detection of Registration State, Make, Model, Color, and more.
  • Advanced Location Analytics and tools to reveal potential patterns and develop investigative leads.

Switching Between VehicleManager Versions

You can easily switch between the new VehicleManager 8.0 interface and the legacy VehicleManager 7.0 interface.

Note: Any search results or unsaved data is lost when switching.

Procedure:

Perform one of the following actions:

  1. While logged on to VehicleManager 7.0, click the Home icon.
  2. Click VehicleManager
  3. Click Use VehicleManager 8.0

Software Requirements

VehicleManager is a website that can be accessed with the latest version of most modern desktop or mobile web browsers.

Use one of the following web browsers:
  • Google Chrome
  • Microsoft Edge
  • Apple Safari
  • Mozilla Firefox

Account Types

VehicleManager organizes accounts, camera systems, and License Plate Recognition (LPR) data into Agencies. These Agencies are managed by Agency Manager accounts. Agency Managers have access to additional administrative management features and settings. Each Agency has at least one Agency Manager.

Roles

Roles define access to administrative features. Each role contains a set of features that an account can access.

A standard administrative account with access to all default features, plus the following reduced set of administrative features without Auditing access:

User Profiles

User Profiles define account permissions. User profiles are preset selections of account permissions that define the Agency data that an account can view and manage.

A standard user account permission with the ability to perform the following actions:

  • Log on CarDetector systems
  • View detections, hits, and alerts

CarDetector Admin

An administrative user account permission with the ability to perform the following actions:

  • Log on CarDetector systems
  • Manage CarDetector systems
  • View and manage user and Agency detections, hits, and alerts
  • View and manage user and Agency Hot Lists
Custom Profile

Creates a new profile from the selected permissions. Configuring the permissions of one of the default profiles generates a new Custom Profile.

Accessing VehicleManager

The URL used to sign in may be different depending on the server used by your organization. In most cases, your username is your email address.

Procedure:

  1. To sign in to VehicleManager, go to: https://vm.motorolasolutions.com/

  2. Enter your <username> and <password>.
  3. Optional: To automatically populate the same username the next time the sign in page is visited, enable Remember my Username.
  4. Click Sign In.

Registering as a New User

You can self-register for a new account.

Note: New accounts must be approved by an Agency Manager before access is granted.

Procedure:

  1. From the Sign In window, click REGISTER AS A NEW USER?.

  2. Enter your <email address> and create a <password> for your new account.
  3. Click Continue.
  4. In the next screen, enter and select the required information.
    Note: Required fields are marked with an asterisk.
  5. Agree to the Terms and Conditions.
  6. Click Submit.

Result:

A welcome email is sent to your email address when your new account is approved.

Resetting Passwords

You can reset your password from the Sign In window.

Procedure:

  1. From the Sign In window, click FORGOT PASSWORD?.

  2. Enter your <email address>.
  3. Click Reset Password.

Result:

An email to reset your password is sent to your email address.

Recovering Usernames

You can recover your username from the sign in window.

Procedure:

  1. From the Sign In window, click FORGOT USERNAME?.

  3. Click Receive Username.

Result:

An email with your username is sent to your email address.

VehicleManager Passkey Configuration

VehicleManager requires SecureAuth FIDO2 (Fast IDentity Online 2), an open standard for two-factor authentication that allows users to securely log on to online services using registered devices.

Creating Device Passkey

VehicleManager requires a Passkey from an enrolled device to log on. You can create passkeys in Google Chrome and other web browsers, Windows Hello, iOS, Android, security key devices, and most password managers.

Procedure:

  1. Using the device you want to enroll, go to to the FIDO2 enrollment portal: https://vmsecure.motorolasolutions.com/FIDO2/.
  2. Enter your <username>.

  3. Select one of the following options:
    • To receive a verification link in your email, select the Email option.
    • To receive a text message with a verification link, select the Text option.
    • To receive a notification on a registered device, select the Device option.
      Note: The Device option can be used to add additional devices with an enrolled device.

  4. To access the request, select the appropriate link.
    Note: If the request is not approved within 5 minutes, the link expires and the approval process must be restarted.

Registering a Device

The device used to log in to the VehicleManager FIDO2 portal is the device that is enrolled.

Procedure:

  1. To log in to VehicleManager FIDO2 portal, go to https://vmsecure.motorolasolutions.com/FIDO2/.
  2. Select Add New Device.

  3. In the Device Name and Device Description fields, enter your <device name> and <device description> respectively and click Register.

  4. Follow the on-screen instructions in the passkey creation prompt for your device.

    Note: The passkey creation prompt differs depending on the device or software used.

Result:

If device registration is successful, the added device is displayed in the in the Devices List.

Accessing VehicleManager Using a FIDO2 Registered Device

Procedure:

  1. To log in to VehicleManager, go to: https://vm.motorolasolutions.com.
  2. On the VehicleManager Multi-Factor Authentication page, enter your credentials.
  3. Select the Use registered FIDO2 device option.

  4. When prompted by your device, select the saved passkey.

The User Profile page configures Alert and User settings for your User account.

Alert Settings Tab

The Alert Settings Tab controls the alerts are sent to you by geographic region. Alerts generated by detections made within the set geographic area are sent to you.

Geographic Settings
Restricts the alerting area to the selected States, Counties, Metro Areas, or a Geozone drawn on the map.

The Alert settings section sets the alerts that are sent.

Ignore Out-Of-State Alerts
Ignores alerts from detections generated outside of the States selected in State to alert on.
Validate Registration State
When enabled, the registration state read from the license plate is used for Alerting instead of the default State of the camera system that creates the detection.

Configuring Alert Settings

You can set the alerting region by State, County, Metropolitan Area, or geozone. You can also choose to ignore alerts from other states, or force registration state validation.

Procedure:

  1. From the User Menu, click User ProfileAlert settings.
  2. Select one of the following options:
    • To restrict Alerts by State or County, select State.
    • To restrict Alerts by city or metro area, select Metropolitan area.
    • To restrict Alerts by geozone, select Custom zone.
  3. Select one of the following options:
    • To restrict all Alerts outside of the selected State to alert on, enable Ignore out-of-state alerts.
    • To use the registration state read from the license plate instead of the default state set by the capturing system, enable Validate registration state.
    Note: The accuracy of the Registration State value read by Optical Character Recognition (OCR) varies with the quality of the captured image.
  4. Click Update profile.

Alert Notifications Tab

The Alert notifications tab controls the services and Hot List sources that deliver Alerts. Some services require a subscription and must be enabled by your Agency Manager or Support.

The Email/MC/TAS notifications section enables alerts to be delivered by email, in the Mobile Companion application, or in the Target Alert Service application.

Excessive Speeding Notification
Enables Alerts about excessive vehicle speed when the limit set in MPH over speed limit is exceeded.
Note: Only available for detections made with camera systems configured for speed detection when Speed Enforcement is enabled for your Agency.
View In Store
Contains links to download the Mobile Companion application from the Apple and Google app stores.
Download TAS
Contains a link to download the Windows TAS application.
Note: MC and TAS must be enabled for your Agency and User account.

Restricts the Alerts received to only those from the selected sources and Alert Types.

CarDetector and Mobile Hit Hunter Notifications
This section controls the notifications sent from CarDetector Mobile detections and the Mobile Hit Hunter mapping feature.

Configuring Alert Notifications

You can select the Hot List sources and notification services that deliver alerts to you. You can also download the Mobile Companion and TAS applications from this page.

Procedure:

  1. From the User Menu, click User ProfileAlert notifications.
  2. Select one of the following options:
    • To receive alerts to your email address inbox, enable Email service.
    • To receive alerts in the Mobile Companion application, enable Mobile Companion (MC).
    • To receive alerts in the Target Alert Service application, select Target Alert Service (TAS).
    • To receive Excessive Speed alerts, enable Excessive speeding notification and enter a desired speed in MPH.
    Note: You must be logged in to Mobile Companion or TAS to receive alerts in those services.
  3. Select one of the following options:
    • To receive alerts from specific hot lists, select from the available Hot list sources.
    • To receive alerts from specific agencies, select from the available Agencies.
    • To receive alerts from specific camera systems, select from the available Systems.
    • To receive alerts that have specific alert types, select from the available Alert types.
    • To receive alerts from specific Users, select from the available Users.
  4. Click Update profile.

User Settings Tab

The User settings tab contains user interface preferences and your Agency and contact information. Some information can only be changed by the Agency Manager or Support.

Configuring User Settings

You can set the theme of the user interface and update basic information such as your display name and contact phone number. To change other information, contact the Agency Manager or Support.

Procedure:

  1. From the User Menu, click User ProfileUser settings.
  2. To change the application color scheme, select the desired user interface color scheme from the Theme drop-down list.
  3. Enter any desired user information in the User Information or Contact Information fields.
  4. Click Update profile.

Changing Your Password

You can change the password you use to sign in in the User settings tab.

Procedure:

  1. From the User Menu, click User ProfileUser settings.
  2. Click Change password.
  3. In the Current Password and New Password fields, enter your <current password> and a <new password>.
    Note: The new password must have the following characteristics:
    • Include a letter and numeric character
    • Be a minimum of eight (8) characters
    • Be different from the previous ten (10) passwords
  4. Click Save password.

Assist in VehicleManager

Assist introduces a new chat interface that unlocks enhanced attributes, providing an efficient starting point for your searches.

When using this feature and forming queries, the following functional limitations exist:

  • The feature can only be used to search for detection data.
  • Access to data is limited to the previous 90 days.
  • Queries requesting advanced analytics features are not supported.
  • Statements containing “and/or” are not supported.
  • Some vehicle attributes can produce false positive search results.
  • Similarity and search items of the location scene may not produce the expected search results.

Assist in VehicleManager AI Disclaimer

When enabling the VehicleManager Assist access feature, Agency Managers or Site Managers must first review and agree to the following Artificial Intelligence (AI) feature disclaimer:

By using this feature and clicking the box below, Customer acknowledges that they are using an AI Feature that utilizes smart technology (such as a chatbox or voice activated AI), designed to process user queries and retrieve information from our Products. The AI Feature’s responses (“AI Outputs”) are generated using artificial intelligence and data from our Products. The AI Feature processes Customer Data solely to respond to user queries as described herein and is subject to the terms of Motorola’s Data Processing Addendum. Your data is never used to train or improve our products without your permission.

Customer assumes sole responsibility for reviewing, evaluating, and independently verifying the accuracy, appropriateness, and suitability of any AI Outputs before relying upon them or taking any action based thereon. THE AI FEATURE AND AI OUTPUTS ARE PROVIDED "AS IS". MOTOROLA SOLUTIONS DISCLAIMS ALL WARRANTIES REGARDING THE ACCURACY, COMPLETENESS, OR RELIABILITY OF AI OUTPUTS. Assist Page

The Assist page enables you to search for vehicles by entering general queries into the chatbox. The chatbox summarizes the search results and displays them in the detection list. You can view data after each query and refine results using additional attributes, locations, and times.

Search Queries for Assist in VehicleManager

The Assist page enables you to search for combinations of license plate, vehicle, and location information simultaneously.

  • Registration state.
  • Detection state, county, or city.

Enabling Assist in VehicleManager

The Agency Manager enables the Assist page in VehicleManager.

Procedure:

  1. As an Agency Manager, log on VehicleManager.
  2. Enable VehicleManager Assist access for your Agency by performing the following actions.
    1. Go to Agency SettingsData storage and management.
    2. Under Assist settings, enable the VehicleManager Assist access option.
    3. Review the AI Feature disclaimer and select Acknowledge.
    4. Select Save changes.
  3. Enable VehicleManager Assist access for the required user accounts by performing the following actions:
    1. Go to User Management and select the user account that you want to edit.
    2. Select MoreEdit user.
    3. Under System Permissions, enable the VehicleManager Assist access option.
    4. Select Save user.

Result:

Users with this feature enabled can see the Assist icon appear in the Side Navigation Bar.

Using Assist in VehicleManager

Procedure:

  1. In the left Navigation Bar, select Assist.
  2. Optional: Click the Zone button on the map and draw a geozone.
  3. Click Type here and enter a query.
    You can include requests regarding full or partial license plates, vehicle attributes, locations, and other related vehicle information.
  4. Press Enter or click the Right Arrow icon in the Chatbox Entry field.
  5. In the CJIS Compliance requirements field, enter the required audit inquiry information and click Proceed.
  6. Optional: If your browser requests your location, select the option to allow your location to be sent to VehicleManager.
    Note: VehicleManager uses some of your location information to provide more relevant search results. Your location information is not stored or retransmitted.
  7. Narrow down the results by performing one of the following options:
      1. Choose one of the Additional Search Options using the predefined chips in the chatbox.
      2. Enter a request to narrow the results by additional attributes, locations, and times.
  8. To create a new query, select Plus (+) or enter a new query into the chatbox.
  9. Continue your investigation by selecting a detection record, and perform one of the following actions from Detection Record Detail:
    • To view vehicles present nearby during the same time period, select Nearby Vehicles.
    • To view the selected plate in Advanced Analytics, select Analyze Plate.

Vehicle Search

The main Vehicle Search window contains options and filters for defining the scope of vehicle detections that are returned in the search results. Performing a Vehicle Search is generally the first step in the investigative process and the primary method of gathering vehicle and location information.

Performing a Vehicle Search

The Case Number and Authorized Purpose fields must be populated. All other search fields are optional.

Procedure:

  1. Enter a <Case Number> and select or enter an <Authorized Purpose>.
  2. Select one of the following options:
    • To search for vehicle detections from a single time and location, select Plate Search.
    • To search for Hot List hits, click Hit Search.
    • To search for vehicle detections from multiple times and locations, click Multi-location Search.

Plate Numbers

License plate numbers consist of a string of alphanumeric characters. When searching for a license plate number, you can include results with commonly misread characters, or specify a range of characters for each position in the string.

Common Misreads

Commonly misread characters are similar to one another in shape or appearance.

Some examples of commonly misread characters include the following items:
  • 1 and I and L
  • O and 0 and Q
  • 2 and 7 and Z

The Common Misreads feature automatically adds similar characters for each character in the search. For example, a search for ABC123 can also include all plates with these additional characters in each position: [4A][8BR][6CG][1I][27Z][3J]

Configuring Plate Numbers

Full, partial, and multiple plate numbers can be entered in a single query. You can use symbols to indicate a range of possibilities for one or more plate number characters.

Procedure:

To configure the Plate number field, perform one of the following actions:

Detection Attributes

In addition to a license plate number, vehicle detection records include information about the vehicle and the detection itself. These attributes can be included to filter a search and narrow the results to only detections with the selected attributes.

You can filter lists by entering a search term.

Procedure:

Select from the desired vehicle and detection attributes:
  1. Click on a filter and enable each desired attribute.
  2. Optional: Click More filters and enable any additional desired attributes.

Date and Time Range

Each detection record includes a timestamp that indicates the exact time when the detection is generated. You can select or specify a period of time, and detections made in that time period is included in the search results.

Locations

Locations are map regions defined by an address, state and country, or a geozone. Detections made inside the boundaries of a location are included in the search results. You can search for vehicles in more than one location in the same search.

Configuring Locations

You can specify locations using addresses or geozones drawn on a map. Each location is associated with an individual time range and selectable radius around the location.

Saved Searches allow you to repeat a past search without having to reenter the search criteria. You can repeat a saved search by clicking on it.

The type of report that is available to create in Output Report is different for Vehicle Search and Advanced Analytics, and depends on the detections selected in the Detection List.

Hot Plates

Hot Plates are license plate records that trigger Alerts when a matching license plate is detected by a camera system. You can use Hot Plates to distribute vehicle information and alert other users in the Agency when a vehicle is detected. Large groupings of Hot Plates are commonly compiled into Hot Lists. Add Hot Plates Window

The Add Hot Plates window allows you to manually create one or more Hot Plate records, and set alerting and distribution options for multiple plates at once. You can also add vehicle information, comments, and custom fields to each Hot Plate record that is visible in Alerts.

Adding Hot Plates

Manually adding Hot Plates is useful for quickly distributing a small number of Hot Plates to other Users and their Camera Systems to locate vehicles of interest.

Procedure:

  1. From the Hot Plates window, click Add Hot plate.
  2. Enter the required fields:
    1. In the Plate number and State fields, enter a valid license plate number and registration state.
    2. From the Alert type drop-down list, select an alert type.
    3. From the Alert distribution field, select one of the following options:
    • To send these Alerts to everyone in the Agency, select All Agency users.
    • To send these Alerts to only some Users, select Selected users, then select the users from the drop-down list.
    • To send these Alerts to a group of Users, select Selected user groups, then select the user groups from the drop-down list.
    1. Enter a Case/Report number and an Authorized reason.
  3. Optional: Perform any of the following actions:
    • To add additional Hot Plates with the same options, click Add another record.
    • To add vehicle information for each Hot Plate record, click Add Vehicle Info.
    • To activate this Hot Plate record at a different date and time, configure the Issue Date.
    • Enter any other desired Email Recipients, or Comments, or Custom Fields.

Hot Lists

Hot Lists are collections of Hot Plate records that are maintained, distributed, and shared by Agencies for the purposes of inter-agency cooperation. Hot List files are generally compiled and named according to their purpose, have a standardized format, and can be uploaded manually or downloaded automatically from a server on a set schedule.

For example, the Hot List files of the National Crime Information Center (NCIC) contain identifying information about wanted and missing people, stolen vehicles, and stolen property.

Hot List Templates

Hot List templates specify what information is in each column of the Hot List file so that it can be correctly read. Hot List files are usually Text (.txt) or Comma-Separated Values (.csv) files with rows of Hot Plate records and an optional header describing the type of information in each column or field.

Large Hot Lists maintained by federal agencies can contain hundreds of thousands of license plate records, each with a dozen or more attributes.

When creating a Hot List, you can manually upload a local file, or configure automatic download of a remote file from a file server.

Procedure:

  1. From the Hot Lists window, click Add hot list.
  2. From the Hot list type drop-down list, select one of the following Hot List types:
    • To add a new Hot List, select Complete Hot List.
    • To add new records to an existing Hot List, select Incremental Hot List [Add].
    • To remove records from an existing Hot List, select Incremental Hot List [Remove].
  3. From the Alert distribution field, select one of the following options:
    • To send Alerts to everyone in the Agency, select All Agency users.
    • To send Alerts to only some Users, select Selected users, then select the users from the drop-down list.
    • To send Alerts to a group of Users, select Selected user groups, then select the user groups from the drop-down list.
  4. From the Hot list upload field, select one of the following options:
    • To download the Hot List from a remote server, see Configuring Auto Hot Lists.
    • To upload the Hot List from a local file, select Manual Hot List, then click Browse to locate the Hot List file.

Configuring Auto Hot Lists

Configuring a Hot List for automatic download from a remote server requires connection information from the server. Contact an Agency Manager or Support for more information about Hot List servers and subscriptions.

Procedure:

  1. From the Hot list upload field, click Auto hot list.
  2. From the Connection type drop-down list, select a connection type.
  3. Enter the required server connection information:
    1. In the IP Address field, enter the <IP Address> of the file server.
    2. In the Directory field, enter the <Directory> on the file server where the desired Hot List is stored.
    3. Optional: In the Port field, enter a <Port> to connect the server on.
      Note: The default for SFTP is port 22.
    4. Enter the <username> and <password> for the account used to log on to the file server.

Creating New Hot List Templates

Creating a new Hot List template requires knowledge of the contents of the Hot List file. You can view the contents of Hot List files with a text editor, or spreadsheet software. At a minimum, all Hot Lists must contain at least a Plate Number, State, and Alert Type.

Procedure:

  1. From the Hot Lists window, click Add hot list.
  2. From the Hot list template field, click Add new.
  3. Enter the required template information:
    1. In the Template source name field, enter a unique <template source name> for the Hot List template.
    2. In the Template description field, enter a short <template description> of the content or function for the Hot List template.
  4. From the Does the list have a header? field, select one of the following options:
    • If the Hot List file contains a header row at the top with the names of the Hot List fields, select Yes.
    • If the Hot List file does not have a header row at the top, select No.
  5. From the Field value separation field, select one of the following options:
    • If the fields of the Hot List file are separated by a symbol, such as a comma, select Delimiter.
    • If the fields of the Hot List file are separated by a blank space, select Fixed width.
  6. From the Delimiter character drop-down list, enter or select the number of columns in the Hot List file.

  8. From the Column title drop-down list in the Add Hot List window, select a column title for each field in the Hot List file.

  10. Click Add hot list.
    Note: Large Hot List files may take some time to be processed.

Adding Cameras

The setup process and the information required are different depending on the camera being added. Some cameras are automatically added and managed through mobile applications during the setup process.

Procedure:

  1. From the System Management window, click Systems & CamerasAdd camera.
  2. To add a camera, use one of the following options:

Adding Systems

    • To add a CarDetector Mobile system, select Mobile system.

    • To add a custom, LinC, or other IP camera system, select Third-party system.
  3. In System details, enter the required information:
    1. Create a unique <system name>.
    2. For Mobile systems, from the Platform type drop-down list, select a platform type to indicate the type of hardware the system uses.
    3. Optional: To use the system as a headless system, enable the Service key account check box.
    4. Optional: Add any additional information as needed.
  4. In System profile, select from any of the following options:
    • To assign a set of predefined settings for Fixed and Mobile systems, select a system profile from the Assign system profile drop-down list.
    • To set a retention period for the local database of detections for Mobile systems, enter a time period in days in the Purge events older than field in the CarDetector Data Management section.
    • To set local alerting options for Fixed and Mobile systems, select from the options under the Alert settings section.
    • To change the sounds that local Alerts make for Mobile systems, select from the options under the Alert sound settings section.
  5. In Camera details, click Add camera and perform one of the following actions:

Adding Cameras to a Fixed System

You can manually add and configure Fixed Cameras for local CarDetector Fixed systems.

Procedure:
  1. Enter the required Camera Information:
    1. In the Camera name field, enter a unique <camera name>.
    2. From the Camera type drop-down list, select a camera type.
    3. From the Camera model drop-down list, select a camera model.
    4. If the camera hardware uses a serial port connection, enable the Use serial communications to camera check box.
  2. Optional: If available, in the Serial number and Channel name fields, enter the camera serial number and channel name respectively.
  3. Optional: Configure the Camera Location:
    1. In the Camera address field, enter the address where the camera or system is installed.
    2. From the Camera direction drop-down list, choose the direction the camera is facing.
    3. To enable speed calculation for the camera, enable the Traffic analytics check box and enter the speed limit of the road the camera is monitoring in the Speed limit (mph) field.
      Note: For speed calculation and alerting to function, Traffic analytics must be enabled for your Agency and calibrated on the local system hardware.
    4. In the Camera schedule section, enter the Begin time and End time and select the days for the camera to be active.
  4. Click Save camera.

You can manually add and configure Third-party cameras for local, LinC, and CarDetector Fixed systems.

Procedure:
  1. Enter the required Camera Information:
    1. In the Camera name field, enter a unique <camera name>.
    2. From the Camera type drop-down list, select a camera type.
    3. From the Camera model drop-down list, select a camera model.
  2. Optional: If available, in the Serial number and Channel name fields, enter the camera serial number and channel name respectively.
  3. Optional: Configure the Camera Location:
    1. In the Camera address field, enter the address where the camera or system is installed.
    2. From the Camera direction drop-down list, choose the direction the camera is facing.

Downloading Connection Files

Connection Files are small configuration files (INI) that contain the information necessary to configure local CarDetector camera systems to connect to VehicleManager.

Procedure:

  1. From the System Management window, click Systems & Cameras.
  2. From the Systems & Cameras tab, select the Fixed and Mobile systems to download connection files for.
  3. Click Download connection file.
  4. Wait for the files to be generated, and click Download.
  5. Transfer the connection file for each system to the computer running the CarDetector software by performing one of the following actions:
    • Place the connection file in the root directory of the CarDetector software installation folder.
    • When prompted during the setup or sign in process, select the connection file.

System Profiles Tab

System profiles are collections of pre-selected CarDetector system settings that can be applied without the need to reselect each setting when configuring a new system. There is one default profile for Mobile systems and one for Fixed systems. The two default profiles are different, but share a few common option groups.

Creating Bulk Users

The Create bulk users process creates multiple accounts at once by using a template file that contains the User Details of each account. Only the Operator role can be selected for bulk account creation. Selecting a User Profile automatically configures the settings in the option groups on the rest of the page.

Procedure:

  1. From the User Management window, click Create bulk usersDownload template.
  2. Enter the required account information into the template file by performing the following actions:
    1. Open the template file with a text editor or spreadsheet application.
    2. Enter the required information separated by commas, one account per line.

Permission Configuration for Third-Party L6Q Installers

You can create VehicleManager user accounts that are restricted to L6Q camera installation and support features only.

Restricted installer accounts enable agencies to grant third-party installers access to Mobile Companion without providing access to License Plate Recognition (LPR) data. This action ensures that the agency or site maintains compliance to the Criminal Justice Information Services (CJIS).

Mobile Companion is a mobile application that installers log on to install the L6Q camera.

CJIS is a federal information security standard for managing data and is used by Law Enforcement.

Creating User Accounts for L6Q Installers

You are recommended to create one user account for each on-site installer. This action allows each of them to log on Mobile Companion at the same time. An Agency Manager account is required to create user accounts.

Procedure:

  1. Log on VehicleManager as an Agency Manager at: https://vm.motorolasolutions.com
  2. Go to User ManagementCreate User.
  3. At User details, insert the required information by performing the following actions:
    1. At Name, create a unique username for the new installer account.

      Some examples of installer account usernames include the following items:

      • L6QSupport1
      • L6QTech1
    2. At Email and Phone, enter a valid email address and phone number.
    3. Under Account settings, disable Allow password change and Must change password at next logon.
  4. Configure account permissions by performing the following actions:
    1. Under Client Permissions, disable each option except for Mobile Companion (MC) and Camera management.
    2. Under Source access, set each option to No access.
  5. Configure alert permissions by performing the following actions:
    1. Under Alert Permissions, enable User Alert Settings.
    2. Select Edit settings.
    3. In the Alert Settings window, select the Email/MC/TAS notifications tab.
    4. Enable Mobile Companion.
    5. Select Save settings.
  6. In the Create user window, select Create user.
  7. Manually set a password for the new account by performing the following actions:
    1. In the User Management window, locate the new account and select the More menu.
    2. Select Change Password.
    3. Create and enter a new password for the new account.
    4. Select Save password.

Creating Audit Reports

Audit reports help Agency Managers and recipients stay aware of how the service is being used. Manually generated Audit reports can be generated with more filters and granularity than Scheduled reports.

Procedure:

  1. From the Audits window, select a record category from the Category drop-down list.
  2. Optional: Perform one of the following actions:
    • To only include a specific kind of record from the Category, select one or more records from the Type drop-down list.
    • To only include records from a specific application, select the application from the Platform drop-down list.
  3. To select a time range for when the records were generated, perform one of the following options:
    • To filter from a previous number of records, select the Last records (# records) check box and enter the number of records to include in the corresponding field.
    • To filter from records generated in the previous number of hours, select the Last time period (hours) check box and enter the number of hours to include in the corresponding field.
    • To filter from a specific date range, select the Date range check box and enter a From and To date in the corresponding field or select the From and To date from the corresponding calendar field.
  4. Optional: To filter the audit records by additional attributes, perform from the following options:
    • To filter by Audit Inquiry attributes, enter a case number in the Case # / LE Report # field or enter a requestor in the Requestor field.
    • To filter by the computer used to access the service, enter an IP address in the IP Address field.
    • To filter by the information included in a search, enter a plate ID in the Plate ID field or select a hot list source from the Hot List drop-down list.
  5. Click Apply.
  6. Generate the report.
    1. Click Output report.
    2. Select a File type.
    3. Click Download report.

Scheduled Reports

Scheduled report delivery helps Agency Managers and recipients stay aware of how the service is being used. Scheduled reports are generated with fewer filters and granularity than manually generated Audit reports.

Creating Report Schedules

You can schedule Audit reports to automatically generate and delivered to specific Agency users and email addresses.

Procedure:

  1. From the Audits window, click Schedule reportAdd schedule.
  2. From the Category drop-down list, select a record category.
  3. Perform one of the following actions:
    • To only include a specific kind of record from the Category, from the Category drop-down list, select one or more Types.
    • To only include records from a specific application, from the Platform drop-down list, select a Platform.
  4. To select the Agency users or email addresses to receive the automated reports, select the recipients from the Select recipients drop-down list or enter the email addresses in the Enter email (optional) field.
  5. Select when the reports are delivered:
    1. From the Delivery time (local) field, select the local time of day that the report is delivered.
    2. Optional: Click Add delivery time to specify up to two additional times of day.
    3. Select the days for the report to be delivered by selecting the respective day check box.
    4. Optional: To deliver reports only once per month on the selected days, enable 1 Day of the month.
  6. Click Save schedule.
  7. In Scheduled Audit Reports, click on the More menu and click Running Schedule to enable the report schedule.

Agency Managers have the permission to authenticate or revoke authentication of the user's device.

Managing Device Authentication

Procedure:

  1. As an Agency Manager, select Devices.
  2. In the Search Bar, search for the preferred device by entering the device Identification (ID) or name.
  3. Select the device or devices.
    Note: You can only select more than one device of the same authentication status.
  4. Depending on the authentication status, select one of the following options:
    • Authentication
    • Deny authentication
    • Revoke authentication
  5. Confirm your selection.
  6. Optional: To edit the name of a user device that is authenticated, perform the following actions:
    1. Search and select the required authenticated device.
    2. Click the More icon.
    3. Select Edit user device name.
    4. In the Device name field, edit the device name.
    5. Click Save device name.

Case Management

The Case Management page allows you to store, manage, and view reports and preserved detection records that you create while performing searching and analytics functions. Agency Managers can view all reports and preserved records created by the agency.

  1. Perform a search in Vehicle Search, Hit search, or Multi-location search.
  2. Select the records that you want to include in the report sent to Case Management.
  3. Select Output report.
  4. Under Output options, select Case management.
  5. Select Output report.

Procedure:

  1. Perform a search in Vehicle Search, Hit search, or Multi-location search.
  2. Select the record that you want to preserve in Case Management.
  3. In the More Options menu, select Preserve record.

Dashboard

The Dashboard page allows Agency Managers to visualize, organize, and export detailed information about the License Plate Recognition (LPR) data and camera systems of their agency. The interface is divided into System Tiles and Data View tiles.

Configuring Dashboard Data Views

You can configure the position and type of information displayed in each Data View Tile. This configuration creates a custom visualization of the License Plate Recognition (LPR) data available to your Agency. Up to six tiles can be displayed at once.

Procedure:

  1. On the Dashboard page, click and drag each tile to reposition the tile on the page.
  2. Click the Select data button and enable or disable each tile as preferred.
  3. To select the tile size, click the drop-down menu.
  4. To filter the dashboard data by source, date range, or type, select from Data filters.
  5. Configure each tile as preferred by performing the following actions:
    1. Select the Tile Options button.
    2. Select a Data type to display on the tile.
    3. To change the type of graph that displays the data, select a Data view.
    4. To configure the source and date range of the data displayed, select the Maximize button.

  6. To save the current configuration for later viewing in the dashboard menu, select Save as new.
    Note: You can select saved dashboards in Schedule report.
  7. To set up automatic dashboard report generation and delivery, select Schedule report.

Schedule Report

The Schedule report button allows you to select a dashboard to include in a report. You can distribute the report at a predefined time to a list of users in your Agency.

Scheduling Dashboard Reports

Procedure:

  1. In Schedule name, enter a descriptive name for the schedule.
  2. In Type of report, select the report option that is sent for the schedule.
  3. Choose one of the following options for Dashboard:
    • To include a preset collection of data, select Default Dashboard.
    • To include a custom saved dashboard, select the option from the list.
  4. In Data duration, select a time period to include the data in the report.
  5. Optional: To include data from systems and users that are deleted from the Agency, enable Include Deleted Systems and Users.
  6. In Select recipients, select Agency users to email the report to.
  7. In Delivery time (local), select the time of day and the days of the week to send the report.
  8. Select Save schedule.

The Hot List Sharing section selects Agencies available to share data with and to accept shared data from.

Share Hot plates for deconfliction to VehicleManager or Accept Hot plates for deconfliction and provide to users
When enabled, these options provide a popup notification when two Agencies have duplicate Hot Plates, even if the Hot List source is not shared. Duplicate Plates share the same Plate Number, State, and Alert Type.
Note: This feature allows for Agency coordination without explicitly sharing entire Hot Lists.
Sharing Detections / Accepting Detection Shares
Lists the Agencies that this Agency is sharing Hot List data to and accepting Hot List data from with options to view Agency details or Remove agency.

Configuring Data Sharing

You can share and accept sharing of detection and Hot List data with other Agencies. Refer to your legal department to ensure that data shares are in compliance with any local or state regulations and your Agency policies.

Procedure:

  1. From the Agency Settings page, click Data sharing Internal server.
  2. Under Detection sharing select Agencies to share detections with:
    1. To select from available Agencies to share detections with, in the Share detections with field, enter an Agency name.
    2. To select from available Agencies to accept detections from, in the Accept detection shares from field, enter an Agency name.
  3. Optional: To display the Agency retention policy to other Agencies the Detection and Hot list sharing map, enable the Share retention policy check box.
  4. Under Hot List Sharing, select Agencies to share Hot Lists with:
    1. From the Hot list sources drop-down list, select from the available Hot List Sources to share.
    2. In the Share Hot lists with field, enter an Agency name to filter and select from available Agencies to share with.
    3. In the Accept Hot list shares from field, enter an Agency name to filter and select from available Agencies to accept from.
    Note: You can filter the lists by entering text.
  5. Optional: To provide popup notifications to other Agencies when duplicate Hot Plates are created, enable the Share Hot plates for deconfliction to VehicleManager check box.
  6. Optional: To receive popup notifications from other Agencies when duplicate Hot Plates are created, enable the Accept Hot plates for deconfliction and provide to users check box.
    Note: Deconfliction works even when the source Hot Lists are not shared.
  7. Review and save the changes:
    1. Click Save changes.
    2. Review the list of Agencies and ensure that the data shares are in compliance with any local or state regulations and Agency policy.
    3. To confirm the data shares, click Save changes.

VehicleManager Alerts

Accessing the Alerts Page

You access the Alerts page directly in VehicleManager or through a standalone URL. The standalone version is useful when you need access to only the Alerts page and not the other features of VehicleManager.

Procedure:

  1. Open a web browser on the computer you use to receive alerts.
  2. Choose one of the following options:

Filtering Alerts

You can switch between filter tiles to view the hits that match the filtering rules for each tile.

Procedure:

  1. Open a web browser on the computer that you want to use to receive alerts.
  2. Log on VehicleManager Alerts with your VehicleManager account credentials.
  3. Configure the preferred filters by performing the following actions:
    1. To create a new filter tile, select Add New Tile (+).
    2. Select from the available filters.
    3. Select Save filter as tile.
  4. Configure the tile by performing the following actions:
    1. Enter a descriptive Filter name for the tile.
    2. Optional: Select a color for the tile in Assign color.
    3. Select Save tile.

Result:

Any Hot List hits available to you is displayed in the Alert List. When a new alert is generated, you hear a notification sound.
